Approved Minutes
February 24, 2021
The meeting was called to order at approximately 11:20 a.m.., with FASC Senate President Jim Brown presiding. There are 43 Senators, including one officer and five senators-at-large. Of the 43 voting members, 32 were present. A quorum was met.
- A motion to approve the minutes of January 27, 2021 was made. The motion to approve the minutes with the correction was Voting record: 32 ayes, 0 opposed, 0 abstention.

- Credit for Independent Study/PhD/MA Advising
- Cost analysis for PhD students should include independent studies and honors projects
- Factor teaching loads into cost analysis
- Point system was in place, but Dean felt like everyone would have a course release consistently. Revisions requested.
- Bylaw Amendments
- Jim Brown held a meeting with Howard Marchitello to discuss previously proposed bylaw amendments
- Concerns expressed:
- RCM battle would be repeated amongst committees and could cause conflicts of interest
- All shared governance across university is advisory. Proposal doesn’t fit advisory model.
- Proposal revisions from James Boucher
- Membership: Three elected faculty members and three appointed by the Dean, serving three-year overlapping terms.
- Duties
- To propose long-range plans, such as new program development.
- To consider the relationship of Arts and Sciences to other units in the University, other colleges in the area, and the community at large.
- To advise the Dean on matters of broad educational and research planning, which matters include but are not limited to: budget priorities and allocations, the establishment or dissolution of programs, and general planning. The Dean of the College shall act on such matters only after having received the advice of the Committee or after giving the Committee a reasonable time in which to present its views.
- To regularly inform the Faculty Senate regarding its deliberations.
- Planning and budget committee does not carry out roles of executive committee
- Who would be members of committee to obtain balance in budgetary decisions
- Remove line one and replace with change to consultation in some way required
- Emergency meetings may be necessary
- Clear message needed in bylaws regarding process for emergency meetings
- Negative to executive committee being the place where decisions are made instead of planning and budget committee=no balance, large decisions for very few people
- Invite others to serve as needed on an emergency basis
- Is planning and budget committee different than other committees
- Howard Marchitello thoughts
- Revisions proposed by James Boucher align nicely with his goals for the university
- Faculty needs to be utilized more in decision making
- Possibility of building into practice regular meetings between Dean and committees
