Meeting of the Faculty Senate
Approved Minutes
September 18, 2017

 

The meeting was called to order at 11:25 a.m., with FASC Senate President Julie Still presiding.  There are 28 Senators.  Fourteen senators were present.

  1. A motion was made to approve the minutes of April 26, 2017. The motion was approved. Voting record: 13 ayes, 0 opposed, 1 abstention.
  2. In an effort to allow the APC Committee time to review and approve new courses to be active for the Spring 2018 semester, Julie Still proposed the following timeline:
  • Course to be approved for Spring 2018, should be sent to APC Chair (John Wall), no later than the end of September to allow time for approval at either the October or November meeting prior to the course registration opening to the students.
  • Likewise, courses for Fall 2018, should be sent to APC by the end of February, 2018 for review at either the March or April meeting. (Remember, there are NO meetings for approval during the summer months).

Julie Still announced that since her vacancy from the APC Committee, there is now an open seat if anyone is interested to serve on this most important committee.

NOTES: Jennifer Thiel had previously agreed to contact the Registrar about loading onto Degree Navigator all newly approved courses for the Master Course List. Department chairs were encouraged to follow up with the Registrar and Advising to confirm that courses have been added, edited, or removed.

Bill Whitlow reminded the Senators that all the courses to be approved for General Education designation(s), must be included in the Master Course List prior to application for GenEd designation(s).

  1. Proposed Statement regarding Right to Free Speech and Protests: Shauna Shames and Jim Brown have drafted a proposed statement from the Faculty of Arts and Sciences to address statements of bigotry and protesting. While the President and Chancellors have made a joint statement against bigotry, they feel it is important that to make a statement from the faculty in support free speech.  Where Jim and Shauna have differences is that Jim believes the law already limits free speech (cannot incite violence or terror), and to “protest” means to disrupt something. Shauna, believes that one should be allowed to say what they want, so long as it is peaceful, even in disagreement.  Discussion ensued among the Senators and included:
    • What are we allowed to say “legally” as a university?
    • Should the statement intentionally be vague? Should content warnings be announced, then it’s up to each individual to determine participation/inclusion?
    • What is permissible? (for Example conduct in the residence halls vs conduct “on the outside”
    • There are more issues with the University’s rules than making the statement.
    • Suggested this be brought to departments and colleagues for feedback; and also consult with our legal team (AAUP).

A motion to table the resolution as it stands was made and unanimously agreed upon.  Jim invited the senators to email him and Shauna with ideas and comments and work on the re-draft.

  1. New Business: Jim Brown called for attention, review and future discussion of the FASC Senate Bylaws, as posted on the Sakai site.  Jim would like to form a subcommittee to prepare and propose edits for review and adoption by the full Senate.  Interest and ideas should be emailed to Jim at jim.brown@rutgers.edu.

 

A motion was made and unanimously approved to adjourn. The meeting was adjourned at 12:15 p.m.
